To address these development challenges, the Bank approved a new Country Assistance Strategy (CAS) in December, 2003 to plan assistance to Paraguay through 2007. The strategy envisages total support of US$325 million, a significant increase in actual lending support from recent years. The CAS, which complements the Economic and Social Program of President Nicanor Duarte Frutos and drew additional input from consultations with over 300 civil society representatives, targets lending and analytic support in four priority areas, namely: Fiscal and financial stabilization: to restore confidence in the economy and lay the basis for sustainable growth and poverty reduction. Improve public sector governance and increase transparency: to create a favorable business climate and thus draw increased investment. Improve infrastructure: to boost rural productivity and reduce poverty. Expand the coverage and efficiency of basic social services (education, public health and water/sanitation): to include the often under-served rural population. As part of the new strategy, the Bank has approved a US$30 million Economic Recovery Adjustment Loan to support the government of Paraguay’s efforts to improve public sector management and fiscal sustainability.
